Oscar is an experienced leader in the full range of transit and rail consulting services from recruiting and hiring, business development, strategic planning, project development and delivery and financial management with well-rounded public and private sector experience.

Throughout his career in the mobility space, Oscar has been a stalwart leader in championing community-based and relevant transportation choices that are equitable and sustainable. Oscar learned his craft early in his journey at New Jersey Transit and the Port Authority of New York/New Jersey where the public service spirit was ingrained in his professional approach and attitude. While at a major A & E firm, he spearheaded the development and growth of a company-wide LGBT employee resource group that ensured that our diverse voices were heard, represented and our vital contributions acknowledged. For the American Public Transportation Association (APTA), he has revived and has been leading an industry-wide LGBT resource group to provide a forum and avenue to support our community particularly front-line team members that often lack resources and representation. As a gay Cuban immigrant, Oscar is keenly aware and concerned about immigration issues and supports the vital work needed for the next generation of Latinos to succeed.
Oscar is a proud alumnus of Rutgers College where he received a Bachelor of Arts and the Bloustein School of Planning and Public Policy at Rutgers University where he graduated with a Masters of City and Regional Planning.
Oscar’s leadership was recognized by the WTS DC chapter where he received the Rosa Parks Diversity Leadership Award.
